Pennsylvania will allocate $219.9 million in additional capital funding to the Southeastern Pennsylvania Transportation Authority (SEPTA). The investment will support safety upgrades, fleet repairs, and infrastructure improvements following recent federal directives.
The Federal Railroad Administration issued an emergency order requiring inspections and electrical system upgrades for all 223 Silverliner IV railcars. The Federal Transit Administration also ordered inspections of SEPTA’s trolley catenary network. SEPTA completed required inspections and returned 98 railcars to service. The agency expects approximately 180 cars to operate by mid-December.
PennDOT’s State Safety Oversight Agency continues to monitor SEPTA’s metro and trolley systems. PennDOT is adding safety staff and overseeing ongoing repairs, which the new funding will accelerate.
The $219.9 million package includes:
- Regional Rail fleet upgrades: $95 million
- Railcar leasing and procurement: $17 million
- Metro fleet upgrades – $8 million
- Utility fleet and power infrastructure: $48.4 million
- Other safety-critical infrastructure: $51.5 million
SEPTA expects the funding to support fleet reliability over the next decade and help restore full Regional Rail service. The agency continues repairs across its trolley and rail networks ahead of projected ridership increases tied to major 2026 events.
