The Massachusetts Department of Transportation (MassDOT) has opened applications for the Fiscal Year 2027 Industrial Rail Access Program (IRAP), which will provide $3 million in state-funded grants for freight rail infrastructure projects across Massachusetts.
The competitive grant program supports public and private investment in freight rail access improvements designed to strengthen rail connectivity, reduce truck traffic, and support economic development.
Eligible projects include track and tie upgrades, drainage improvements, grade crossing enhancements, and other infrastructure work directly related to freight rail access. MassDOT will reimburse up to 80 percent of eligible project costs, with individual grant awards capped at $700,000 per project.
The department will accept applications year-round, with quarterly review deadlines scheduled for June 30, September 30, and December 31, 2026, and March 31, 2027.
The IRAP program aims to expand freight rail usage across while supporting industrial access and reducing reliance on truck transportation for freight movement.
