El Paso Water has selected Jacobs to manage its Utility Infrastructure Development Program, a multi-phase initiative that will expand water, wastewater, and stormwater systems to support new development near El Paso International Airport and Fort Bliss. Jacobs will serve as program manager and owner’s representative.
The program will deliver utility infrastructure across approximately 4,500 acres identified for future growth. The work includes upgrading water distribution lines, expanding wastewater capacity, and improving stormwater systems to meet rising regional demand. El Paso Water estimates the total program cost at about $200 million.
Jacobs will oversee planning, coordination, procurement, design, and delivery activities. The program aims to increase system reliability, improve service capacity for new development, and strengthen long-term resilience for the surrounding community.
