The U.S. Department of Transportation (USDOT) has withdrawn or terminated $679 million in federal funding previously allocated to 12 offshore wind projects across 11 states. The decision affects projects supported through the Port Infrastructure Development Program (PIDP) and the Nationally Significant Freight and Highway Projects (INFRA) program.
The largest withdrawal was approximately $427 million for the Humboldt Bay Offshore Wind project in California. Other withdrawn projects include Sparrows Point Steel Marshalling Port in Maryland ($47.4 million), Arthur Kill Terminal in New York ($48 million), and Norfolk Offshore Wind Logistics Port in Virginia ($39.3 million).
Terminated projects include the Salem Wind Port in Massachusetts ($33.8 million), Redwood Marine Terminal planning in California ($8.7 million), and the PMT Offshore Wind Development in Virginia ($20 million).
According to USDOT, the withdrawn funds may be redirected to other infrastructure priorities, including port upgrades.
