Turner Construction and FlatironDragados, in joint venture, have delivered the first phase of the $3 billion Terminal 1 replacement project at San Diego International Airport. The progressive design-build effort, which began in 2021, is the largest infrastructure project in the airport’s history.

The new terminal building adds 19 gates, a central security checkpoint, and modern passenger amenities. Crews also built five miles of new roadways, including elevated departures and arrivals lanes, and a 5,200-space parking plaza.

The project introduces features such as an outdoor dining area with downtown views, 15 concessions, two pedestrian bridges, a fully automated baggage system, and commissioned artwork. The design incorporates a luminous wave wall to provide natural light throughout the ticketing and concourse levels.

The second phase of construction will begin in October 2025. It will add 11 more gates and expand the terminal to a total of 30 gates by early 2028.

Environmental goals include LEED Silver certification for the terminal, Envision Silver for landside improvements, and Parksmart Silver for the parking structure. Planned measures target energy savings, water-use reduction, renewable energy integration, and expanded EV charging capacity.

FlatironDragados is leading civil infrastructure work, including bridges, paving, utilities, and access improvements. Space has been reserved for a future transit connection to support regional growth.
