The Sonoma-Marin Area Rail Transit (SMART) District has issued a Request for Qualifications (RfQ) for the design and construction of civil, structural, systems, and architectural improvements for the Healdsburg Extension Project in California. Proposals are due by June 30, 2025.
The Healdsburg Extension Project aims to extend the SMART railroad and pathway system by 14.48 km to the north, construct a new passenger rail station in the City of Healdsburg in Sonoma County, and extend the non-motorized pathway from the Town of Windsor to the City of Healdsburg, where it will connect with the existing Foss Creek pathway within the railroad right-of-way.
The scope of work includes the replacement of the existing track with a new track, ties, ballast, and sub-ballast. It also involves the construction of a new center boarding platform that will include SMART standard amenities such as shelters, lighting, CCTV security cameras, card-vending machines, and real-time passenger information signs. Several bridges, including a significant bridge crossing the Russian River, will undergo replacements or refurbishments. The project also entails the reconstruction of both new and existing grade crossings and the construction of a non-motorized bicycle and pedestrian pathway extending from Windsor to Front Street in Healdsburg. Furthermore, the project includes the extension of SMART’s existing Enhanced Automatic Train Control (E-ATC) train control system and the extension of SMART’s communication system to support a closed SMART network communication system.
The project will follow the Progressive Design-Build, an alternative delivery method. The estimated project cost is USD263 million. Funding for the project will come from Federal Railroad Administration (FRA) funds, State of California funds, and Local Measure Q funds.
