Amtrak is advancing the redevelopment of New York Penn Station and moving into the next phase of project delivery. The project will overhaul the station to improve safety and increase operational efficiency. It will expand train and passenger capacity and upgrade circulation and amenities.
Amtrak selected the AECOM–LiRo NYPennT Joint Venture to provide project management services. The team will coordinate design, procurement, and delivery with Amtrak and the Master Developer. NJ TRANSIT has joined as a project partner. The project follows a public-private partnership delivery model.
Amtrak shortlisted three teams for the Master Developer role: Penn Forward Now (Fengate), Penn Transformation Partners (Halmar), and Grand Penn Partners (Macquarie). The selected developer will lead the redevelopment. The project has secured a $43 million federal grant to support early work. The funding covers design, permitting, and environmental review activities.
Project teams have started National Environmental Policy Act (NEPA) reviews and a Service Optimization Study. The study will assess future capacity and service needs. Preliminary design will run from summer 2026 through 2027. Construction will begin in late 2027.
