The Maryland Transportation Authority has issued a request for qualifications (RFQ) for the design and construction of the main span and marine approaches of the Francis Scott Key Bridge replacement in Baltimore. The contract, with an estimated construction value of up to $4 billion, represents the largest procurement for the bridge reconstruction program.
The contract covers a four-lane, 3,365-foot bridge featuring a 1,665-foot cable-stayed main span with 230 feet of navigation clearance over the Patapsco River. The scope also includes two 602-foot concrete pylons, vessel collision protection systems, approximately 2,220 feet of bridge approaches over water, and associated marine works.
MDTA restructured the procurement earlier this year by dividing the rebuild into four contracts. In addition to the main span package, the agency will separately procure the demolition of the remaining bridge structures and the construction of the north and south land approaches.
Statements of qualifications are due by August 19, with shortlisted teams expected to be announced in the fall. MDTA plans to issue a notice to proceed in summer 2027. The new crossing will replace the Francis Scott Key Bridge, which collapsed in March 2024 after a vessel collision.
