The State of Maryland has established a centralized office for public-private partnerships (P3s) to support infrastructure delivery. The Maryland Economic Development Corporation (MEDCO) will house the new Center for Public-Private Partnerships. The office will guide projects from planning through execution and focus on financing strategies and delivery models.
The initiative aligns with efforts to advance reconstruction of the American Legion Bridge and develop managed lanes along Interstate 495 and Interstate 270. The project includes replacing the aging bridge and adding express toll lanes across key segments of the Capital Beltway corridor. The corridor connects to existing high-occupancy toll lanes in Northern Virginia.
The Maryland Department of Transportation (MDOT) has issued a Request for Information to explore alternative delivery and financing approaches. The state is evaluating a potential P3 structure to address funding constraints and accelerate delivery timelines. MDOT noted that the state lacks sufficient revenue and bonding capacity to independently fund the project.
The new P3 office will coordinate project development, financing, and stakeholder engagement. It will connect public agencies with private investors, developers, and technical partners to deliver complex infrastructure projects.
