The Southern Nevada Water Authority (SNWA) has awarded a preconstruction contract to Southern Nevada Construction Partners (SNCP), a joint venture between Granite and Contri Construction Company, for the Paradise Hills Construction Manager at Risk (CMAR) Project. The initiative is part of SNWA’s Horizon Lateral Program to improve water delivery reliability and regional system redundancy.
The project includes installing approximately 22,000 linear feet of 120-inch steel water pipeline, with three trenchless crossings planned beneath an existing 108-inch waterline, Interstate 11, and Union Pacific Railroad tracks. The line will connect to Boulder City, Henderson’s Reservoir R-8, and the future Horizon Lateral pipeline through multiple valved outlets.
A new 65-million-gallons-per-day (MGD) pumping station will be built, initially operating at 35 MGD. It will include mechanical, electrical, and disinfection systems; surge protection; flow metering; and instrumentation and control infrastructure. Site work will feature grading, road access, perimeter security, and desert-compatible landscaping.
Granite, the lead JV partner, will construct the pump station and associated facilities, while Contri will handle pipeline installation. The total construction contract value is estimated at $240 million.
Preconstruction is scheduled for completion in December 2026. Construction is expected to begin on January 4, 2027, with project completion anticipated in January 2030.
