The California Independent System Operator (CAISO) identified transmission solutions through the 2024-25 transmission planning process (TPP), which was approved by the ISO Board of Governors on May 22, 2025. Two of the transmission solutions eligible for project sponsor selection in the TPP Phase 3 Competitive Solicitation are the 230 kV Northern Receiving Station (NRS)–San Jose B line and the 500 kV Manning–Metcalf line. Interested project sponsors must submit an application deposit and complete applications to finance, construct, own, operate, and maintain the projects within the recommended bid windows, , which runs from June 25 through September 26, 2025 for the NRS–San Jose B line and from June 25, 2025, through October 17, 2025 for the Manning–Metcalf line.
The ISO will post a list of those entities interested in collaborating with another entity, that notified the ISO before the deadline of July 10, 2025.
