The Metropolitan Washington Council of Governments (COG) and Washington Metropolitan Area Transit Authority (WMATA) boards have endorsed recommendations from the DMVMoves Task Force to modernize the region’s transit network. The plan calls for $460 million in new annual capital funding for Metro beginning in Fiscal Year 2028.

The funding would support upgrades to Metro’s rail and bus systems, including modern signaling, fleet improvements, and long-term repair and maintenance needs. The proposal recommends that annual capital funding remain unencumbered and increase by 3% each year to maintain system performance and financial stability.

The task force also recommended actions to improve transit coordination among the region’s 14 operators, including Amtrak, VRE, MARC, and local bus systems. Proposed measures include expanding bus priority projects, integrating fare policies, and improving customer information and bus stop design.

COG and WMATA will begin regional outreach to support required legislative approvals in the District of Columbia, Maryland, and Virginia.

DMVMoves was established in 2024 to develop a unified regional transit vision and long-term funding strategy.
