The Chicago Department of Aviation has finalized a $1.455 billion Guaranteed Maximum Price agreement with AECOM Hunt Clayco Bowa for the construction of Concourse D at O’Hare International Airport. The agreement sets a cost ceiling for the 19-gate facility and keeps the project at least $21 million below its approved budget.
Concourse D marks the first major phase of the $8.78 billion ORDNext modernization program. The project will add 19 gates and support the replacement of Terminal 2 with the future O’Hare Global Terminal. The broader program also includes two new satellite concourses to increase airport capacity and improve passenger connectivity.
The project is under construction and remains on schedule for completion in late 2028. Crews will install a tower crane in July, begin structural steel work for the Midfield Cooling Plant later that month, and start erecting steel for Concourse D in August. The cooling plant will supply chilled water and air conditioning to Concourse D and future airport facilities.
The airport will fund the project through airline rates and charges, landing fees, and other airport-generated revenue. No state or local taxpayer funding will support construction. The Chicago Department of Aviation is delivering the project through a construction manager at risk model with AECOM Hunt Clayco Bowa serving as the lead contractor.
