Pennsylvania has approved a 12-year plan covering more than $90 billion in transportation investment across the state. The funding will support roads, bridges, public transit, freight rail, airports, and multimodal infrastructure.
The 2027 Twelve-Year Program takes effect October 1, 2026. The investment represents an increase of more than 3% from the state’s 2025 plan. Federal, state, and local sources will provide the funding. During the first four years, Pennsylvania expects to direct $16.9 billion toward state highway and bridge projects. Another $12.9 billion will support public transit. The plan also allocates $367 million for multimodal projects, $240 million for freight rail, and $154 million for aviation.
The State Transportation Commission adopted the plan on August 5. It identifies transportation projects across Pennsylvania and assigns funding over the next 12 years. PennDOT will submit the plan to the Federal Highway Administration and Federal Transit Administration for review. Federal agencies will also assess applicable projects for compliance with air quality requirements.
