Oregon has issued a new executive order directing state agencies to accelerate clean energy deployment, reduce carbon emissions, and streamline permitting for energy infrastructure. Executive Order 25-29 outlines coordinated actions across permitting, siting, interconnection, energy efficiency, electrification, and resiliency. The order supports the state’s goal of achieving net-zero electricity by 2040.

The order directs agencies to implement the five least-cost pathways identified in the recently released Oregon Energy Strategy. Agencies must update work plans, coordinate investments, and track performance indicators to support greenhouse gas reduction. The directive also instructs agencies to create a unified process to speed land-use reviews, environmental permitting, and grid interconnection for renewable energy projects, storage facilities, and associated transmission lines.

The Oregon Department of Energy and the Public Utility Commission will develop a framework for the Legislature to designate transmission corridors and streamline approvals. Agencies will also assess opportunities for public-private partnerships to support emerging clean energy technologies, including enhanced geothermal, offshore wind, and long-duration storage.
