The Tarrant Regional Water District (TRWD) is replacing 11 miles of pipeline between Mansfield and Midlothian through the Cedar Creek Section 2 Pipeline Replacement – Phase I project. The work will replace aging pre-stressed concrete cylinder pipe with 90-inch and 102-inch welded steel pipe. The project cost is estimated at $155 million.

The existing pipeline has experienced significant distress, including widespread pre-stressing wire breaks caused by hydrogen embrittlement. The replacement will improve reliability and increase water delivery capacity to customer cities.

Preliminary design began in 2019. Construction started in late 2024 and is scheduled to finish in 2028. TRWD divided the work into two contracts, including one coordinated with TxDOT’s planned widening of FM 664.

Contractors are installing erosion control measures and stripping topsoil in the Mansfield area. Large-diameter steel pipe deliveries will begin in mid-November along the TRWD right-of-way east of Walnut Creek.
