The Texas Department of Transportation (TxDOT) awarded a $1.47 billion contract to Ferrovial Construction–Webber 99 to expand the SH 99 Grand Parkway southeast of Houston. The joint venture includes Ferrovial and its US subsidiary, Webber.
The project will extend SH 99 through Brazoria and Galveston counties along a nearly 15-mile corridor between FM 2403 and FM 646. Crews will construct four new tolled lanes, frontage roads, direct connectors at the SH 35 interchange, and additional operational improvements along SH 35.
The work also includes 5.9 miles of upgrades on SH 35, including reconstructed main lanes and frontage roads. Ferrovial said the project will require more than 2 million square feet of bridge structures, 10 million square feet of pavement, and more than 1 million square feet of retaining walls.
TxDOT selected the team through a best-value procurement process after reviewing proposals for more than a year. The contract includes a $1.438 billion design-build agreement and a $28.25 million capital maintenance agreement covering the first 15 years.
The Grand Parkway Transportation Corporation will finance the tolled portions through toll revenue, debt, and existing cash reserves. TxDOT will separately provide approximately $186.8 million for the non-tolled SH 35 improvements.
Ferrovial holds a 70 percent stake in the joint venture, while Webber holds the remaining share. Design and engineering partners include Consor Engineers, CONSOR-OTHON, OTHON, Inc., and Rodriguez Engineering Laboratories LLC.
TxDOT expects to finalize the contract this summer after receiving approval from the Federal Highway Administration. The agency targets substantial completion in winter 2031–2032. The project will improve traffic flow across southeast Texas and strengthen hurricane evacuation routes for surrounding communities.
