The City of Springville, Alabama, is constructing a new wastewater treatment plant to expand capacity and replace aging infrastructure. The $15.5 million project will be funded through a combination of local bonds and a state grant.

The Alabama Department of Environmental Management awarded the city $7.5 million from the American Rescue Plan to support the project. The City Council approved two bond issues totaling about $8 million to cover the remaining cost. One $3 million bond was issued through the city’s water and sewer department and will be repaid with utility revenue. A second $4.98 million bond will be paid over 25 years.

The new facility will treat 1.8 million gallons of wastewater per day and support up to 7,450 homes, addressing growth and infiltration problems in the current system. Construction, led by Schmidt Environmental Construction, is 25 percent complete and expected to finish by mid-summer 2026.
