Skanska Secures $114 Million Contract to Rehabilitate I-395 Bridge

The District Department of Transportation (DDOT) has awarded Skanska a $114 million design-build contract to rehabilitate the I-395 Northbound bridge over the Potomac River. The bridge connects Arlington, Virginia, with Washington, D.C.

The 0.46-mile, four-lane Arland D. Williams Jr. Memorial Bridge opened in 1950 and carries about 90,000 vehicles daily. The project will extend the bridge’s service life by an estimated 75 years. Skanska will rehabilitate the bridge’s approach spans and perform maintenance on its superstructure and substructure. The company will also replace the vessel protection system, bridge barriers, overhead signs, lighting, and drainage components.

The project will convert the existing 175-foot double-leaf bascule span into a fixed-span structure. Skanska plans to use accelerated bridge construction techniques to complete the conversion during a 56-hour weekend closure. AECOM and Genesis Structures are also part of the project. DDOT is advancing the project with the Federal Highway Administration (FHWA).

Design work began in August 2026, and construction is scheduled to start in early 2027.
