The New York Public Service Commission has granted an Article VII certificate for the $3.26 billion Propel NY Energy project. The decision allows developers New York Transco and the New York Power Authority to move forward with a transmission network linking Long Island, New York City, and Westchester County.
The project will add approximately 90 miles of transmission lines across Suffolk, Nassau, Queens, Bronx, and Westchester counties. Most of the route will run underground. A 9.1-mile submarine section will cross Long Island Sound between Oyster Bay and New Rochelle. The plans also call for three new substations, an underground transition vault, and upgrades to four existing stations. WSP is providing engineering, permitting, and construction management services.
The additional lines will increase the amount of power the grid can carry between Long Island and other parts of New York. They will also help move electricity from new generation sources, including offshore wind. The developers expect the upgrades to improve reliability as electricity demand grows across the region.
The certificate marks a major approval, but construction still depends on further permits. The developers need approval of their environmental management and construction plans, along with permits for work in and around waterways. Limited site work is expected to begin in 2026 and broader construction to start in mid-2027. The project targets completion and energization in 2030.
