LA Metro Awards $2.43 Billion Contract for East San Fernando Valley Light Rail

The Los Angeles County Metropolitan Transportation Authority (LA Metro) has awarded a $2.43 billion contract for the East San Fernando Valley Light Rail Transit Project. A joint venture between Skanska and Stacy Witbeck will deliver the project under a progressive design-build model.

The project will add 6.7 miles of at-grade light rail along Van Nuys Boulevard. It will include 11 stations, a 26-acre rail and maintenance facility, utility relocations, and related infrastructure improvements. The system will use 33 light-rail vehicles.

The Federal Transit Administration is providing nearly $900 million toward the project through a grant awarded in 2024. The $2.43 billion contract value also includes preconstruction and early works.

Construction began in July 2026 and is scheduled for completion in December 2031. The new line will connect communities including Panorama City, Arleta, and Pacoima with the broader Los Angeles County transit network. LA Metro expects project construction and operations to support more than 18,000 direct and indirect jobs.
