Arcadis has been selected to provide design and engineering services for the $2.3 billion Interstate 10 Calcasieu River Bridge Improvements Project in Louisiana. The initiative is being delivered through a public-private partnership between the Louisiana Department of Transportation and Development (DOTD) and the Calcasieu Bridge Partners consortium, comprising Plenary Americas, ACCIONA, and Sacyr.
The project will replace the aging Calcasieu River Bridge, a critical connection between Lake Charles and Westlake, and upgrade a 5.5-mile stretch of I-10. The new eight-lane bridge will include three traffic lanes and one auxiliary lane in each direction. Once operational, the original 70-year-old bridge will be demolished.
Arcadis is part of the Calcasieu Design Partners joint venture, alongside Janssen and Spaans Engineering Inc., Modjeski and Masters, and Huval & Associates, Inc. The team is supporting Louisiana Bridge Builders—the construction joint venture led by ACCIONA and Sacyr. Arcadis’ responsibilities include environmental permitting, intelligent transportation systems, traffic engineering, structural and hydraulic design, and planning for permanent signage and road safety features.
The project is financed through a $1.33 billion private activity bond issuance, with J.P. Morgan Securities LLC and Wells Fargo Bank involved in the transaction. The P3 agreement includes a 50-year concession for construction, operations, and maintenance of the toll facility. Construction is expected to begin in 2026, with the bridge opening to traffic in 2031. By 2040, the bridge is projected to carry more than 90,000 vehicles per day.
