Virginia has approved a $28.5 billion transportation investment program that will fund more than 4,300 infrastructure projects across the state between fiscal years 2027 and 2032. The Six-Year Improvement Program includes investments in highways, bridges, rail corridors, public transit systems, and bicycle and pedestrian infrastructure. The Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT) will oversee project delivery and program implementation.
The plan allocates $930 million for public transit programs, including operations, capital improvements, paratransit services, and rail transit systems. Virginia will also invest $500 million to rehabilitate 43 state and locally maintained bridges and $78 million to improve roadway pavements through its State of Good Repair programs.
Additional funding includes $239 million for locally sponsored transportation projects through the Revenue Sharing Program, $85 million for transportation alternatives projects, $63 million for federally directed transportation projects, and $19.7 million for freight rail and rail planning initiatives.
The approved program supports several major projects already under development, including the Hampton Roads Bridge-Tunnel expansion, the Transform 66 Outside the Beltway project, and widening improvements along Interstate 81.
VDOT’s fiscal year 2027 budget totals $9 billion, including $2.8 billion for construction activities and $2.5 billion for highway maintenance and operations. The budget also dedicates $1 billion to transportation projects in Northern Virginia, Hampton Roads, and Central Virginia.
