Pittsburgh Water approved construction of the $193 million ABC Project, a central part of its $470 million Water Reliability Plan. Work will begin this fall and continue through 2029.
The ABC Project includes three major upgrades: modernizing the Aspinwall Pump Station while preserving its historic façade, building a new pump station to replace the aging Bruecken facility, and installing a new pipeline to bypass the Clearwell at the Water Treatment Plant. The Clearwell, built in 1912, will be replaced in a later phase beginning in 2030.
Pittsburgh Water awarded contracts to Mascaro Construction Company, Right Electric, SSM Industries, and Guy’s Mechanical Systems. The work is expected to support more than 1,300 jobs and generate about $300 million in regional economic output.
Funding includes $248 million in low-interest loans from state and federal sources, reducing long-term costs for ratepayers. Once complete, the project will increase pumping capacity, improve reliability, and strengthen the city’s drinking water system to meet future demand.
