The Washington State Department of Transportation (WSDOT) has initiated a comprehensive analysis to evaluate the current and future capacity of, and demand for, both passenger and freight rail networks within the state. This analysis will serve as the foundation for updating the Washington State Rail Plan, with a target completion date of late 2025. The updated plan will identify key rail system trends, issues, needs, and strategies, with a specific focus on the effect of rail on communities and the environment, as well as its connections with other freight and transit modes.

The work to update the Washington State Rail Plan commenced in October 2024. To gather public input, WSDOT has launched an online open house, which is accessible 24/7 for feedback through June 24, 2025. The 2019 State Rail Plan, which the update will build upon, describes the existing rail system in Washington, highlights its benefits to the state, forecasts future freight rail volumes and passenger rail ridership, identifies system trends and needs, assesses station connectivity needs, suggests strategies for addressing issues and needs, identifies potential improvements and investments to maintain and optimize both freight and passenger rail, and lists available funding sources for rail system investments.
